CHARLESTON, W.Va. (WSAZ) – A woman was arrested on Monday after a child was found with handcuffs on her wrist, according to the Charleston Police Department.
The arrest happened on Monday, September 23, 2024, at approximately 8:55 a.m.
The juvenile girl was found in the 700 block of Bridge Road while police performed a well-being check.
According to officials, the juvenile left her home and went to a neighbor’s home for help.
Laura Southworth, 54, of Charleston was arrested and charged with child abuse and unlawful restraint.
The Charleston Police Department, Child Protective Services and the Kanawha County Prosecuting Attorney’s Office are working on the case.
