A doctor who urinated in a hospital sink has been struck off after a series of concerns about his conduct.

Graham Evangele Eli Michael Holmes worked locum shifts as a constultant across England, from Hampshire and Dorset to Greater Manchester and the Wirral, between August 2019 and March 2021.

But the man in his 70s won’t be allowed to practice again, 50 years since he qualified, following decision by the professional regulator, the Medical Practitioners Tribunal Service (MPTS).

In one instant, Dr Homes urinated into a consultation room sink while pouring a cup of water down it, according to a colleague who watched through an internal window.

Staff nurse Christine Dolan said of the September 26 incident: ‘As I walked past I paused as I was shocked to see through the window that looks out onto the corridor, blinds fully open, standing very close, side on to the window, by the clinic room sink, fully clothed with his penis in his hand over the sink.

‘He had the tap running a cup in his other hand into which he was running water and pouring into the sink.

‘He was not aware of being observed. I reported this immediately to my manager.’

That was at Gosport War Memorial Hospital, Hampshire, where a colleague overheard Dr Holmes telling a patient she needed a CT scan ‘to see if she had a brain’.

The patient, who has a slight learning difficulty, did not hear him.

Dr Holmes told MPTS he couldn’t remember if he made that comment because his brain wasn’t like ‘a computer’, but dismissed the accusation as ‘offensive and insulting’.

He told the GMC in 2023: ‘I really do not think I would have made such suggestions and as far as I can recall, were a long time ago and my memory does not hold all the information that you have obtained, unlike a computer.

‘I therefore cannot realistically recall the incidents mentioned.’

According to the MPTS, there was ‘no evidence of an acknowledgment, appreciation of, or apology for, his proven serious misconduct’.

Down in Dorset, Dr Holmes repeatedly failed to follow Covid-19 protocols at the Royal Bournemouth Hospital in Dorset in 2020.

This continued at the Royal Albert Edward Infirmary in Wigan, Greater Manchester, where he was the ‘worst member of staff for not wearing his mask properly’ that year, according to a manager.

The ‘most serious’ element of his misconduct, however, was during his six weeks working for the Wirral University Teaching Hospital NHS Trust in 2021.

While there, Dr Holmes deliberately failed to comply with conditions placed on his registration.

He has now been permanently struck off.
