LETCHER COUNTY, Ky. (WKYT/WYMT) – Prosecutors filed a motion to have former Letcher County sheriff Shawn ‘Mickey’ Stines undergo a psychiatric evaluation.
Stines is charged with the murder of Judge Kevin Mullins.
Court filings show Stines’ defense team plans to use an insanity defense.
Prosecutors filed the motion for Stines to be examined at the Kentucky Correctional Psychiatric Center relating to his and his defense team’s assertion of insanity defense at the time of the incident.
The motion was also filed to evaluate Stines’ claims that he suffers or has suffered from a mental disease or condition that bears on the issues of guilt and punishment.
In the letter, it said the prosecution had no objection to Stines’ request to have the defense expert present as an observer during his evaluation at KCPC.
