Plans for a new wine bar and restaurant in Perth city centre were this week given a boost.

Perth and Kinross Licensing Board has unanimously agreed to grant a provisional licence for La Cave à Vin on the city’s George Street.

It is hoped the wine bar could open this spring.

In November 2023, Perth and Kinross Council’s Planning department granted planning permission for a change of use for the B-listed building – previously occupied by Thorntons Law – and which had lain empty for around three years.

On Wednesday, January 15, councillors met to consider a premises licensing application for the building.

Applicant Mrs Munro – who originally hails from Russia – told the board: “We moved to Perth three years ago for the project because we have identified there is a niche market with so many empty beautiful buildings; some very classy social buildings could be there.

“We have an amazing function room at the back and would like to create a lovely social hub there so we can do charity events, art and wine classes. So the people of Perth and tourists could benefit from this project.”

Convener Peter Barrett moved to grant a provisional premises licence, amend the planned operating capacity and the location and layouts plans as may be required and grant the application subject to mandatory conditions.

This was unanimously agreed by the board.

Following the meeting Olga told the Local Democracy Reporting Service: “I think it had been empty for about five years. It’s such a beautiful old Georgian building so we’re restoring it.

“I’m just so pleased we have been granted the planning permission and now the alcohol licensing so it’s all good.

“Fingers crossed, we want to open in spring.”
