President Donald Trump signed an executive order Feb. 5, 2025, that bars transgender athletes from participating on women’s school sports teams consistent with their gender identity. BLUEFIELD, W.Va. -Following President Donald Trump’s executive order called “Keeping Men Out of Women’s Sports” , senators are asking the NCAA to clarify that trans women are not allowed to use women’s locker rooms.

Following the President’s order, the NCAA barred trans women from being allowed on women’s teams but maintained a policy that states athletes who practice with female athletes will “receive all other benefits applicable to student-athletes who are otherwise eligible for practice.”

Senator Jim Justice (R-WV) spearheaded a letter with more than a dozen other senators, including Shelley Moore Capito (R-WV), asking the NCAA to update its language to ensure trans women are not allowed “access to facilities that would undermine the privacy and safety of female athletes.”

“I’m a coach, and I know the last thing any athlete needs is to be distracted or concerned with their own safety or privacy while in a locker room. I really believe the NCAA has made the right move following President Trump’s order, but let’s be clear across the board that a women’s locker room is for women only. I’ll always work to make sure women athletes, like those I coach back in West Virginia, feel safe while changing in locker rooms and competing in athletic events,” said Senator Justice.
